Attach to a non-Vehicle unit. Attached unit gains: “When Attack Ends: If this unit dealt combat damage to an opponent's base, deal 2 damage to each unit that opponent controls in this unit's arena.”
Rules
“Combat damage” is only the damage dealt during the “End attack” step of an attack. When Attack Ends abilities trigger at the same time as units deal combat damage. The attached unit does not need to survive the attack in order to deal damage to an opponent's units, so long as it dealt combat damage to that opponent's base. All damage dealt by Whistling Birds' granted ability is dealt simultaneously.
