Rules
Bail’s leader ability still can be used as an action even if no friendly units were defeated this phase (but no resource is returned). Bail does not use an Epic Action to deploy, so he may deploy multiple times in a game. Bail still deploys ready, even though his deploy action requires you to exhaust him. Bail's unit ability triggers when you play a card using Smuggle or Plot.
