Palpatine's leader ability still can be used as an action even if no friendly Heroism unit was defeated this phase (but you don't resolve any of the listed effects). The same applies to Sidious's leader ability. When Chancellor Palpatine or Darth Sidious flip due to their leader ability, they remain exhausted.
